Please see the information below regarding the Build Alternative and the No-Build Alternative. Discussion of the eliminated alternative (No-Build) can be found in the draft environmental document. Please note all the information below is preliminary and may change in the final design of the project.

Build Alternative
The Build Alternative would improve State Route 233 in Madera County in the City of Chowchilla from Avenue 24½ to State Route 99. Improvements would rehabilitate pavement and upgrade Transportation Management System (TMS) elements, including signals, roadside signs and guardrail, and construct Complete Streets elements, including bike lanes, Americans with Disabilities Act-compliant (ADA) curb ramps, bulb-outs, parking bays, enhanced visibility crosswalks, lighting, sidewalks, flashing beacons and broadband. Anticipated construction start date is early 2027.

Small slivers of land would need to be acquired from various properties along State Route 233. Acquisitions would be made through permanent right-of-way acquisition, permanent easements, and temporary construction easements.

Project Construction

The anticipated start of construction would be spring of 2027.

Construction will take approximately 12 months to complete.

Work will be done during the day under single lane closures in each direction.

One-way reversing traffic control may be required at the beginning of the project limits between Palm Pkwy and Myer Dr.

Work will begin with demolishing existing non-standard curb ramps and forming/pouring new curb ramps.

Sidewalk and pedestrian path closures will be required during construction.

Pedestrian detours will be implemented during construction.

Grading work will be completed off the existing roadway in preparation for new sidewalk to be constructed where none is currently existing.

Once the sidewalk / curb ramp / drainage / bulb out work is complete, the existing roadway will be cold planed and overlaid with new HMA.

Once the HMA paving work is complete, the roadway will be re-delineated to the new configuration with 10-foot lanes, bike lanes, and cross walks.

No-Build Alternative
The No-Build (No-Action) Alternative would leave State Route 233 as it is, with distressed pavement and missing curb ramps or with curb ramps that do not meet the current standards. In addition, no Complete Streets elements would be added for accessibility and broadband would not be installed. This alternative would not meet the purpose and need of the project and would not address the deteriorating pavement condition, accessibility issues for the public, and the Transportation Management System infrastructure would remain the same.
